Why Riga’s taxi problem is not random

Riga has a well-documented overcharging pattern concentrated in two specific locations: Old Town (Vecrīga) and Riga Airport (RIX). These are not random — they are the two points where large numbers of tourists with luggage and no local knowledge need transportation and are most susceptible to accepting an offered price without comparison.

In both locations, the pattern is the same: an individual (or sometimes several) offers transportation with no fixed price agreed upfront, or with a price that appears reasonable and then is revised at the destination. The amounts documented range from 2× to 10× what Bolt charges for the same journey.

This guide is practical. We give you the actual prices, the actual app setup, and the actual situations to recognise.

The Old Town cab situation

Old Town (Vecrīga) does not allow car traffic through most of it — which means taxis and Bolt drivers wait at designated pickup points near the Old Town perimeter, typically near the main gates and outside larger hotels.

In the gaps between these official pickup points, particularly outside hotel entrances on Aspazijas bulvāris and near the House of the Blackheads, unlicensed operators position themselves. They look like normal cars, often with a handwritten “TAXI” card in the window or a small amber light. The solicitation is usually in English, friendly, and often starts with a question about where you’re going.

The standard outcome: you agree verbally on a price (or no price is explicitly agreed), you arrive at your destination, and the driver states a figure that is 3–8× what you would have paid on Bolt. At this point, you are outside an unfamiliar building with your luggage and very limited leverage. Most people pay.

What to do instead: Before you leave your hotel or apartment, open Bolt, enter your destination, and note the estimated price. When you step outside, ignore anyone who approaches offering a ride. If you’ve set the Bolt pickup location correctly, your driver will arrive within 3–8 minutes.

The airport taxi situation

Riga Airport (RIX) has an official taxi rank outside the arrivals exit, clearly marked and with metered vehicles. These charge €15–25 to the city centre, which is reasonable and legitimate.

The problem is the individuals who position themselves between the arrivals exit and the official rank, or at the arrivals hall itself with handwritten signs. They may appear to be official airport transfers. The mechanism:

A price is quoted — typically €25–35 — which sounds plausible for an airport transfer. You agree and get in. At the destination, the driver either adds a luggage surcharge, claims the price was per bag not per journey, or simply states a higher amount. Documented reports range from €40 to €80 for journeys that cost €12–15 on Bolt.

What to do: If you need a car from RIX, either arrange a pre-booked verified transfer or use Bolt from inside the terminal (Bolt works fine at RIX). The official taxi rank is also safe — use the marked queue and confirm the driver will use the meter before getting in. For a confirmed driver and fixed price, a private airport transfer (€30–32) through GYG is verified and comes with a named driver — this is the appropriate option for early morning arrivals or when you have substantial luggage.

Bus 22 departs from directly outside arrivals. It costs €1.50 (cash coins or contactless card) and reaches Central Station in 25–30 minutes with stops at several Old Town-adjacent points. It is excellent for most arrivals except very late night and very early morning.

The night taxi situation

After midnight on weekends, Old Town empties onto the streets at the same time as clubs close and pub crawls end. This coincides with a surge in unlicensed cabs in the area.

Bolt surge pricing at this hour can make a standard €5 journey cost €10–14. This is legitimate surge pricing, the same as Uber in any city. But it also means that someone offering you a “no surge” flat rate can make it sound attractive. The problem: flat-rate offers at this hour come from the same unlicensed operators, and the rates are still higher than non-surged Bolt in most cases.

The practical advice: set your Bolt pickup location before you go outside. If surge pricing is very high (2–3×), it is often quicker to walk slightly away from the main nightlife concentration before requesting a car — Bolt surge is hyperlocal and drops off within two to three blocks of the peak demand area.

Setting up Bolt before you arrive

Bolt works in Latvia without a Latvian phone number. Download the app before your trip, create an account (email address and your home country mobile number), and add a payment card. In Riga, the app works on 4G; there is no need for a Latvian SIM.

Note for UK travellers: Bolt pricing in Riga is in EUR. Your bank’s foreign transaction fees apply unless you’re using a Monzo, Revolut, or similar card without FX fees.

What if I’ve already been overcharged?

If an unlicensed driver charges an amount you consider extortionate, your options are limited after the fact but not zero.

In the moment: stay calm. Handing over what you were originally quoted (or a reasonable amount) and walking away is usually the safest resolution. Arguments with unlicensed drivers are occasionally resolved by the arrival of accomplices who “happened to be nearby.”

After: file a report with the Latvia State Police (110 for non-emergency reports, 112 for emergency). Note the license plate, vehicle description, time, and location. If payment was made by card, contact your bank immediately. If by cash, the police report is still worth making — Riga police have arrested several individuals running this scheme, and documented reports contribute to enforcement.

Your travel insurance may cover the difference between what you were charged and what the journey should have cost — check your policy for “theft by deception” or equivalent clauses.

The final word on Riga taxis

Bolt is not a perfect product — surge pricing is occasionally high, driver cancellation rates are slightly elevated, and coverage outside the city centre is thinner. But it solves the only real transportation problem that matters for tourists in Riga: the complete elimination of negotiation, ambiguity, and post-journey price disputes.

Install it before you land. Use it for every non-walking journey. The entire unlicensed taxi situation in Riga ceases to exist for you.

If you arrive at the airport and for any reason cannot use Bolt, the options in order of preference are: Bus 22 (€1.50), the official licensed taxi rank with meter, or a pre-booked private transfer. The last option you should choose is a car whose driver approached you.
